Rate parity is a legal agreement between a hotel and the OTA (Booking.com, Expedia, etc) providing the same rates for the same room on all the distribution channels. Basically the customer, when booking through an OTA, is paying the Base Price + The Service fee to the OTA
The base price is what the accommodation provider charges for your stay, and the service fee is what the OTA charges for helping you book your stay.
So, let’s say the base price for your accommodation is 1,000€. When you book through an OTA, you’ll also need to pay a service fee of minimum 15%.
